Climate Change impacts worldwide on health, ecosystems, coasts, water and food supply. Because of these effects climate change also affects business. Incentives are made by governments to encourage energy efficiency and carbon mitigation. Policy goals are secured in international agreements like the Kyoto protocol. These incentives are translated to obligatory and voluntary emission trading schemes.

Under the UN Convention on Climate Change (UNFCCC) and the Kyoto Protocol, Parties are required to report regularly on emissions of greenhouse gases and on steps they are taking to implement the agreements. These national reports are reviewed by the UNFCCC. To facilitate monitoring and reporting, the Kyoto Protocol requires a so-called National System.

KEMA has been involved in all aspects of climate change issues, from policy making up to the implementation of measures at businesses and their facilities. Policy development means:
- participating in advisory councils for the Dutch and EU governments
- defining the emission trade market place, comprising:
- the establishment of Emission Authorities
- defining monitoring protocols and systems
- verification of annual emission reports
- quality control of the different emission monitoring systems
- harmonizing EU environmental legislation
- air quality monitoring and dispersion calculations.
